FLAGS: 18/20 Yes
Changing to 2 flag system. Sonic Flag-a-Tag Boom style 42″. Flag placement on right and left hips. CCFL will provide the flags, but teams can wear their own. Teams are responsible for returning all used flags at the end of their game.

LATERAL AFTER THE CATCH: 11/20 Yes

Limit of 2 laterals during a possession – after a player makes a catch after the ball breaks the line of scrimmage or is intercepted. This will not include laterals made before the line of scrimmage, ie. lateral made from QB to Running Back after the snap.

POINT AFTER TOUCHDOWN (PAT) PENALTY: 12/20 Yes
f a defensive player intercepts the ball and is then held by an offensive player and a penalty is made by the referee for holding, 2 points will be rewarded to the defensive team. This is not Last Man Standing Rule.


RUNNING PLAY: 14/20 Yes
Only 1 running play allowed per every set of downs within the same zone. The first player (Quarterback) to receive the ball after the snap must still hand-off or lateral the ball to the runner. 5 Yard no run zone will remain in effect. All other plays must be pass plays. Note that extra point attempts after a touchdown constitute separate possessions, and therefore a new run play is available. A tackle behind the line of scrimmage does not constitute a running play.

NO CLOCK STOPPAGE FOR A FIRST DOWN: 7/20 No

No more clock stoppage for first downs when under 1 minute. Clock will only stop for the referee to move the markers and setup the markers if a first down is obtained by the offense. 3 30-second timeouts per half will remain.

DIVING:17/20 Yes

A player may not dive forward to advance the ball in any instance. However, remaining upright and leaping into the air to advance the ball is legal provided no contact is made with a defending player who had position prior to the leap. Contact will result in an offensive charging penalty. You may not dive on or towards the ground to advance the ball. Diving to catch or deflag is legal provided normal contact rules apply. Diving into a player to deflag is roughing. Illegal diving is a 10 yards penalty.

10 SECOND RUNOFF RULE: 15/20 Yes

The “10-second runoff rule” is a penalty on teams for committing certain penalties that stop the clock in the final minute of the game. If the game clock has less than 10 seconds left when the referee orders the runoff, the game can end on this ruling. Such violations are: false start, an illegal forward pass, a backward pass out of bounds or a ball spiked or thrown from the field of play after a play ended — in attempt to stop the clock.

BLOCKING: 16/20 Yes

No contact above shoulders or below waist. You may not leave your feet to block. No high/low blocks allowed. Rec Division will still be NO CONTACT

BUMP AND RUN COVERAGE: 17/20 Yes
Defensive player lines up directly in front of a wide receiver and tries to impede him with arms, hands, or entire body and disrupt their intended route within a body spacing of the line of scrimmage. One bump will be enforced and excessive contact will be penalized. 
Rec Division will still be NO CONTACT

INTENTIONAL GROUNDING: 16/20 Yes

Illegal Intentional grounding exists when a quarterback under pressure throws the ball away to avoid a sack and the ball does not cross the line of scrimmage or is not thrown within the “vicinity” of an offensive player. “Vicinity” is the judgement of the referee as they must determine if there was a valid attempt to have a reception.

EJECTION: 17/20 Yes

Referees and league officers can eject players from individual games and suspend or otherwise eject players from the league for conduct deemed in gross violation of the mission of the league. This conduct includes, but is not limited to: excessive rough conduct on the field and abusive treatment of fellow players and referees. Any player ejected from a game is automatically suspended from that player’s next game, and may be subject to further action by the Commissioner.

SPORTSMANSHIP: 20/20 Yes

The determination of sportsmanship violations is to be reserved for the judgment of the referees. Behavior not in keeping with the traditional notions of sportsmanship constitutes a violation of this rule. These include, but are not limited to, taunting, offensive language or conduct, physical violence or interfering with the referee’s ability to officiate. The referee or league officers may, depending on the severity of the infraction, select from the following penalty options, or, where needed, institute another equitable remedy. Penalties may include, but are not limited to: verbal warning to both the player and his captain/team, loss of 5, 10 or 25 yards, ejection from the game and referral of player conduct to the Commissioner for moreserious or chronic violations that may merit suspension.

RUSHING THE QUARTERBACK: 18/20 Yes

Only players starting behind the 7-yard marker and the imaginary line are allowed to rush the quarterback.

ENDZONES: 20/20 Yes
Endzones will be 8 yards by 30 yards. I am implementing this due to the size of the YMCA field and the goal post at Charlestown. Also, this will help defenses cover more area. Playing field will remain 60 yards.


SUBSTITUTE PLAYERS: 11/20 Yes 
Additional players may be added or removed by season deadlines. The commissioner will announce when all final rosters must be submitted. All players must play a certain number of games to qualify for the playoffs. For the Fall 2013 Season, a minimum of 6 games must be played. Scrimmage games count toward this requirement. Medical hardship situations will be considered and must be brought to the attention of the commissioner by the team captain. A team can only add substitute players from other teams up until the 10th game of the season (12 game season). Substitutes can only be players from registered individuals within the CCFL. The CCFL will make announcements for team captains looking to fill their roster for an upcoming game if they feel they will be short players. The CCFL discourages forfeiting games and if 2 or more games are forfeited, the league can make a decision to remove your team from the remaining season schedule. Any other friend, pick-up, sub, last-minute player, etc. must register via the CCFL website and pay a $20 substitute fee to play in that scheduled game. At this point, they can be added to a teams roster but still must play the minimum number of games to qualify for the playoffs.

DIVISIONS: 19/20 Yes
A team can not have more than 4 players from a higher division on their team.


YMCA NEWTON FIELD: 16/20 Yes
1 to 3 regular season games to played on Newton field turf field.

SATURDAY GAMES: 17/20 Yes
1 or 2 games Make-up or regular scheduled game to be played on a Saturday. This would take place of your Sunday game.
